Weighted average of four factors: Flood Risk 30% + Air Quality 25% + Aviation Noise 25% + Construction Pressure 20%. If data for one factor is missing, the denominator is recalculated proportionally. Scale 0–100, percentile rank across all 0 Portuguese municipalities.

Flood risk for a 1-in-100-year event. Source: JRC Copernicus EFAS RP100. Methodology: % of municipality area covered by water × flood depth (capped at 5m). Coverage: 264 of 307 municipalities.
💨 Air Quality
Annual mean PM2.5 concentration (μg/m³). Source: European Environment Agency, 1 km/pixel GeoTIFF, 2024 data. WHO guideline: 5 μg/m³. Coverage: 278 of 307 (Azores and Madeira outside raster extent).
